Director, Workforce Development Network

The Director – Workforce Development Network would oversee the newly developed Missouri Community College Workforce Development Network (WDN) including facilitating the services of the WDN on behalf of the Missouri Department of Economic Development’s Skilled Workforce Missouri program and otherwise assisting the engagement between community colleges, economic developers, and business/industry partners to advance workforce opportunities.


The ideal candidate will possess:


  • Familiarity with and understanding of the mission of community colleges.
  • Knowledge of statewide workforce development issues and experience working with higher education institutions and industry partners; experience developing training programs for industry.
  • Understanding of the role of workforce training as an economic development incentive factor.
  • Familiarity with economic and workforce development policies at the state and federal levels and experience advocating for these programs.
  • Experience with federal funding opportunities and the ability to seek new funding sources.


  • Outstanding oral, written, and visual communication skills.
  • Experience with economic development entities and workforce development issues.
  • Demonstrated ability to build coalitions and collaborate with a diverse group of people from a wide variety of sectors; ability to manage the differences within the sector.
  • Experience with grant-writing and/or grant management.
  • Highly proficient in the use of computer programs including but not limited to the Microsoft Office suite.


  • Demonstrated ethical leadership and an ability to achieve the association’s strategic objectives and maintain its vitality, worth, and members’ allegiance.
  • Action-oriented, entrepreneurial, adaptable, and innovative approach to planning and operations.
  • Demonstrated ability to assess and analyze training needs and prepare proposals.
  • Demonstrated ability to facilitate meetings and achieve consensus.
  • Willingness and ability to travel to meetings, both in- and out-of-state.

Duties and Responsibilities

  • Coordinate the on-going operations of the Workforce Development Network to maximize the collective impact of Missouri’s community colleges on job training and economic development.
  • Facilitate the services of the Workforce Development Network on behalf of Missouri Department of Economic Development’s Skilled Workforce Missouri program.
  • Provide strategic training needs assessment for corporations and other organizations in consultation with their key leadership and operational staff.
  • In partnership with identified training partners, design solutions to address the recruitment and training needs.
  • Develop and implement strategies to position and promote the Missouri Community College Workforce Development Network as Missouri’s primary economic development training provider.
  • Assist state and local economic development staff in marketing the State’s job training capabilities and resources to prospective new or expanding employers.
  • Map the training assets of Missouri’s community colleges, identify gaps in capacity and develop strategies to improve and expand that capacity.
  • Identify professional development needs of community college training and administrative staff and develop plans to address both customer service and technical competencies.
  • Develop necessary business processes to operationalize the Workforce Development Network.
  • Develop metrics and an evaluation model for the Workforce Development Network.
  • Train and orient new staff to the purpose and processes of the Workforce Development Network.
  • Speak on behalf of the association at state and national conferences and meetings.
  • Maintain a working knowledge of significant developments and trends affecting workforce development.
  • Performs additional duties as assigned by the MCCA President/CEO

Education and Experience Required

  • Bachelor’s degree required from a regionally accredited college or university and over 5 years of relevant industry experience or master’s degree in a related field and over 2 years of industry relevant experience.
